If You Have the Data, Why Is Action Still So Hard?

Student success improves when institutions operate as learning systems, and not reporting systems.

But on the ground, it rarely feels that simple.

An advisor logs in on Monday morning and notices new alerts. They could include anything from a dashboard update, to an email about a student who hasn’t logged into the LMS, to notes from a colleague.

The information is there. What’s missing is clarity. They need to know answers to:

  • Which student needs attention right now?
  • What signal actually matters?
  • Who else is already working with this student?
  • What has worked in situations like this before?

If you’ve read our blog on how we think about data, you know that effective systems share a few common traits. They surface meaningful signals early, ground insight in institutional context, embed guidance into real workflows, and learn over time.

But student success doesn’t improve just because institutions can see more risk. It improves when they can consistently prioritize the right action, at the right time, for the right students. That’s the missing layer: prioritization.

Advisors aren’t overwhelmed because they lack commitment. They’re overwhelmed because their systems surface information—not decisions. Insight without a clear next step. That’s where the real work begins.

When teams try to solve this problem, they often invest in more tools or more data, but overlook the real issue: how insight actually turns into action. 

That gap shows up in a few common fallbacks:

The Fallback: Insight That’s Always a Step Too Late

Most student success dashboards are very good at explaining what already happened. You can clearly see last term’s course outcomes and persistence rates. That historical insight is useful, but it’s not enough.

What teams often lack are signals tied to current momentum:

  • What’s happening this week?
  • Is engagement slipping right now?
  • Which students are beginning to lose traction?

Instead, institutions rely on static reports that arrive after grades post or deadlines pass—when recovery is harder and more.

Without timely, institution-specific insight:

  • Advisors guess who needs attention first
  • Outreach time gets spread thin
  • Low-risk students receive high-touch support
  • High-risk students can go unnoticed

Georgia State’s Panther Retention Grants demonstrate the power of timely insight paired with decisive action. When data revealed that academically on-track students were being dropped over small unpaid balances, the university issued targeted microgrants—an intervention that helped thousands graduate and paid for itself by preserving tuition revenue.

When insight lags, prioritization suffers.

The Fix: Use systems that assess real-time, institution-specific data—such as LMS engagement relative to peers—to surface meaningful shifts in momentum early. When teams act on what’s happening now instead of what happened last term, they can intervene sooner, focus effort where it will have the greatest impact, and support students before small issues become barriers.

The Fallback: Insights That Stop at the Aggregate

Overall persistence gains tell a positive story, but they rarely tell the whole story. When insights stay at the aggregate level, institutions miss where impact is truly happening. A one- or two-point improvement campus-wide may mask double-digit gains within specific student subgroups, by modality, credit accumulation, first-generation status, transfer status, or academic progress.

Without that level of clarity, it’s difficult to answer the questions leaders care about most:

  • Where did this initiative actually move the needle?
  • Which students benefited the most?
  • Are we protecting the populations most at risk of stopping out?

Budgets don’t stretch further by improving averages. They stretch further when investments prevent stop-outs among the students most likely to leave.

That’s where disaggregated insight changes the conversation.

At the University of Texas at San Antonio (UT San Antonio), leaders examined the impact of student success initiatives at the subgroup level. The data revealed that tutoring and supplemental instruction programs were particularly impactful for male and Black students. With that clarity, Student Academic Support staff shifted from broad promotion to proactive, targeted outreach—intentionally directing resources toward the students for whom those supports delivered the strongest return.

The Fix: Track outcomes at the subgroup level and connect them directly to specific initiatives. Identify which interventions improved persistence for which student populations, and by how much. Then use that insight to refine, scale, or retire programs with confidence.

When institutions can demonstrate measurable gains among higher-risk groups, they don’t just show improvement. They show targeted impact. They can focus resources where they matter most and direct funding toward strategies that deliver the strongest return. That’s how student success work moves from broad effort to strategic investment.

The Fallback: Tracking Risk Manually—or Losing Track of It Altogether

Many institutions identify at-risk students. Fewer continuously track how that risk changes.

Instead, risk lives in:

  • Static lists
  • Exported spreadsheets
  • One-time snapshots
  • Individual advisor notes

But risk isn’t static. And neither are students. A student who was high-risk two weeks ago may have stabilized. Another who seemed fine may now be disengaging.

Without dynamic reassessment:

  • Outreach is repeated unnecessarily
  • Emerging risk goes unnoticed
  • Advisor time is spent maintaining lists instead of acting
  • Prioritization quietly breaks down

When tracking depends on manual effort, momentum is lost.

The Fix: Proactive support requires continuous reassessment, and not one-time risk flags.

By dynamically segmenting students based on real-time indicators, institutions can adjust outreach as risk levels shift. This moves advising from reactive to proactive.

When insight arrives too late, stays at the aggregate, or relies on manual tracking, prioritization breaks down. Advisors work harder, but impact doesn’t scale. Time and resources are spread thin instead of directed where they will make the greatest difference.
